Disability Matters Speakers Bios

Lord Colin Low

Colin Low (who was already awarded CBE in 2000 for services to RNIB and rights of disabled people) has been totally blind since the age of three. He was educated at Worcester College for the Blind, Oxford and Cambridge Universities. He taught Law and criminology for 16 years at Leeds University before moving to London as Director of the Disability Resource Team, an organization providing advice and services. He has been involved in a number of voluntary bodies – too many to name. Most important of these, immediately in the mind of the Appointment Commission, are his chairmanship of the Royal National Institute for the Blind and the presidency of the European Blind Union.

Earlier Lord Low became a senior research fellow at City University, researching theories of disability. Recognizing his excellent grasp of disability issues, City University later retained him as a Visiting Professor in this field. This elevation must give a just cause to the City University for rejoicing this meritorious appointment.

Jacqueline Laing

Dr. Jacqueline Laing is a philosopher, lawyer and broadcaster commenting on developments in bio ethics, medical law, criminal law, civil liberties and human rights law. She has published on a wide range of subjects in applied philosophy, law and human rights. She continues to write on broader matters on the philosophy of mind and action, ethics, jurisprudence and political theory.
She studied philosophy and law at the Australian National University winning prizes in philosophy and jurisprudence. She completed her doctorate at Brasenose College Oxford, with a thesis entitled Intention and Culpability, an analysis in the philosophy of the criminal law.

A barrister of the High Court of Australia and a solicitor of the Supreme Court of England and Wales, she has taught at St. Edmund Hall, Oxford, at the University of Melbourne and has worked as a Crown Prosecutor for the Crown Prosecution Service. She has contributed to such broadcast discussions as Radio 4''s, BBC Knowledge series and the Channel 4 News. Her publications include Human Lives: Critical Essays on Consequentialist Bioethics (co-edited, London Macmillan, 1997) and contributions inter alia in the Monist, Oxford Journal of Legal Studies, Journal of Criminal Law, New Law Journal, Journal of Medical Ethics, Medical Law Review, Family Law Journal, recent collections on the natural law like Human Values, as well as in recognized works of reference such as the Blackwell Dictionary of Philosophy and Penguin Dictionary of Modern Thought.

Dr. Paul H. Timmers

Dr. Paul H. Timmers is at the European Commission Information Society Directorate-General, Head of DG Information Society - Unit Inclusion. He has also been Secretary to the G8 Global Marketplace for SMEs, a global collaboration to promote electronic commerce for small and medium-sized enterprises. He was a former Member of the Cabinet of Commissioner Erkki Liikanen and Head of Unit, eGovernment Unit, DG INFSO.

Before joining the European Commission, Paul Timmers was manager of a software development and product management department in a large multinational computer and telecommunications firm. Dr. Timmers holds a PhD in theoretical physics from the University of Nijmegen in the Netherlands and an MBA from Warwick Business School in the United Kingdom.

Honorable Majid

Honorable Majid has published a law book and 35 articles in British, German, Dutch and American learned journals, as well as 50 journalistic items. Honorable Majid was the first blind person in the world to be a barrister and DCL (Dr. of Civil Law). Honorable Majid holds a BA (Punjab), LLB Hons-LLM (London) DASL, Dip in Air & Spc Law (London Institute of World Affairs), DASL-Dr. of Civil Law (McGill), FRSA, Barrister (Lincoln's Inn), and is a member of the Higher Education Academy.

Dr. Majid is also a reader in International Law, London Metropolitan University; Practising Barrister; part-time Immigration Judge Adjunct Professor in Law, Webster University of USA ; External Examiner of the Boards of Examiners: University College London, Cert. n Air & Space Law University of London, Dip. in Air & Space Law University of London, LLM University of London, Dip. in Int'l Law. Dr. Majid has published a law book and 35 articles in British, German, Dutch and American learned journals, as well as 50 journalistic items.

Daniel B. Garrie

Mr. Garrie co-founded and is presently a managing member of LegalTech Group. In this capacity, he consults to large companies that are evaluating, implementing, or purchasing compliance monitoring software, security software, or data management tools. Mr. Garrie is admitted to practice law in both New York and New Jersey. He holds a J.D. from Rutgers University School of Law and a an M.A. and B.A. in Computer Science from Brandeis University. He is the recipient of several competitive awards and scholarships. Currently, he serves as Editor-in-Chief of the Journal of Legal Technology Risk Management.

Mr. Garrie has published several technical and legal articles on digital privacy, information system compliance, software in Journals worldwide, including: UCLA; Oxford; India Journal on Securities Law; Federal Communication Law Journal; University of Texas Austin. He is a frequent industry speaker on compliance, digital privacy, archiving, new Federal Rules, data policy, European Union compliance, ERP or CRM integration strategy, and archiving. He has worked on four continents with large companies and government agencies delivering Internet technologies.
